The Rome City Commission has approved a City of Civility resolution.
Since 2024, the city has been a participant in the Georgia Municipal Association program, which promotes civility within the governing body as a means of conducting legislative duties and responsibilities.
The civility pledge encourages a stronger and more prosperous community by advocating for civil engagement, respecting others and their viewpoints, and finding solutions for the betterment of the city.
Both new city commissioners—Jill Fisher and Vic Hixon–voted in favor.
“We did a similar thing with the board of education,” Fisher said. “So, when I read it, I felt very familiar with the idea of pledging to be civil and ethical.”
“I haven’t had the opportunity to read through this declaration,” Hixon added. But, if it provides access to what we are pledging to be—a city of civility—meaning that we’re advocating for civil engagement and respect for others, then I am okay with it.”
The resolution passed by a vote of 7 to 1, with Commissioner Mark Cochran voting against.

The Rome City Commission has the mechanical permit fee schedule for the building inspection department.
Rome City Manager Sammy Rich explained why the fees are needed.
A number of years ago, the General Assembly enacted some ordinances, and the goal for our billing inspection office is to capture the cost of providing services,” he said. “You all probably know that we operate the Rome-Floyd Building Inspection not only as a joint department, but also as an enterprise fund, meaning it does not require taxes to operate. It is self-sustaining, and so they sell permits.”
The city decided to go to a flat fee system.
“This will result in a net savings to most of our larger-scale projects that end up paying larger permit fees,” Rich said. “So, this should be a welcome addition to many of those rate payers in the community. What is before you is a flat fee of $90 for residential and a $250 flat fee for non-residential. Then the re-inspection fee, if required, would be $60.”
