The former Police Chief in the City of White and two others have been indicted by a Bartow County Grand Jury.

David Johnny King, former police officer Blake Douglas Scheff (both pictured), and former White City Clerk Jane Lanette Richards are accused of Violation of Racketeer Influenced and Corrupt Organizations Act (RICO).

According to the indictment, between August 2009 and December of 2017, they illegally profited financially from their positions to raise funds by a citation scheme that involved issuing city citations and demanding high fines and fees regardless of the action of those individuals being cited.
